Preliminary Study on New Concept of Water Resources Management Under Dualistic Water Cycle Condition

Abstract:

Abstract〖WTB1]The main reasons leading to the questions including shortage of water resources, degradation of ecology and deterioration of water environment are the following two aspects: one is the lower natural water resources; the other is faulty of water resource management. Therefore, to the later, the authors preliminarily study a new concept of water resources under currency situation associating with “naturalartificial” dualistic water cycle process, and provide a new concept named core of water consumption and the constrains of the seven total amount controlling index. Meanwhile, the importance and feasibility of the new concept of water resources management are analyzed by comparing with the traditional water resources management and associating with the advantage technology.
